Stream Three: Co-design strategies to address organisation level barriers to health workforce policy implementation

Implementation of HWF policy in Australia is constrained by strict governance, complex management, and long-standing organisational service structures, all of which create ambiguity in a federalist health system. Entrenched management processes within healthcare institutions, for example, can resist rapid policy adoption, particularly where they involve operational changes. Bureaucratic inertia and lack of agility within larger health departments further hinder policies such as harmonisation of strategies and standards across states and territories.

To address this, our research focuses on engaging with health service leaders to co-design strategies that address localized organization-level barriers and enablers to HWF policy implementation. Co-design of strategies will provide unique insights into adaptable features of organization and governance design to improve the implementation of equity-oriented HWF policies in local organizational, corporate and clinical governance settings.
